Article1ThisLawisformulatedinordertopreventinfectiousdiseasesfromspreadingintooroutofthecountry，tocarryoutfrontierhealthandquarantineinspectionandtoprotecthumanhealth.
Article2Frontierhealthandquarantineofficesshallbesetupatinternationalseaports，airportsandportsofentryatlandfrontiersandboundaryrivers(hereinafterreferredtoas“frontierports”)ofthePeople'sRepublicofChina.Theseofficesshallcarryoutthequarantiningandmonitoringofinfectiousdiseases，andhealthinspectioninaccordancewiththeprovisionsofthisLaw.
HealthadministrationdepartmentsundertheStateCouncilshallbeinchargeoffrontierhealthandquarantineworkthroughoutthecountry.
Article3InfectiousdiseasesspecifiedinthisLawshallincludeQuarantinableinfectiousdiseasesandinfectiousdiseasestobemonitored.
Quarantinableinfectiousdiseasesshallincludeplague，cholera，yellowfeverandotherinfectiousdiseasesdeterminedandannouncedbytheStateCouncil.InfectiousdiseasestobemonitoredshallbedeterminedandannouncedbyhealthadministrationdepartmentsundertheStateCouncil.
Article4Persons，conveyancesandtransportequipment，aswellasarticlessuchasbaggage，goodsandpostalparcelsthatmaytransmitquarantinableinfectiousdiseases，shallundergoquarantineinspectionuponenteringorexitingthecountry.Noentryorexitshallbeallowedwithoutthepermissionofafrontierhealthandquarantineoffice.SpecificmeasuresforimplementationofthisLawshallbestipulatedindetailedregulations.
Article5Ondiscoveringaquarantinableinfectiousdiseaseoradiseasesuspectedtobequarantinable，afrontierhealthandquarantineofficeshall，inadditiontotakingnecessarymeasures，immediatelynotifythelocalhealthadministrationdepartment;atthesametime，itshallmakeareporttothehealthadministrationdepartmentundertheStateCouncilbythemostexpeditiousmeanspossible，within24hoursatthelatest.Postandtelecommunicationsdepartmentsshallgiveprioritytotransmissionsofreportsofepidemicdiseases.
MessagesexchangedbetweenthePeople'sRepublicofChinaandforeigncountriesontheepidemicsituationofinfectiousdiseasesshallbehandledbythehealthadministrationdepartmentundertheStateCouncilinconjunctionwithotherdepartmentsconcerned.
Article6WhenaquarantinableinfectiousdiseaseisprevalentabroadorwithinChina，theStateCouncilmayorderrelevantsectionsofthebordertobeblockadedoradoptotheremergencymeasures.
ChapterIIQuarantineInspection
Article7Personsandconveyancesonenteringthecountryshallbesubjecttoquarantineinspectionatdesignatedplacesatthefirstfrontierportoftheirarrival.Exceptforharbourpilots，nopersonshallbeallowedtoembarkonordisembarkfromanymeansoftransportandnoarticlessuchasbaggage，goodsorpostalparcelsshallbeloadedorunloadedwithoutthehealthandquarantineinspector'spermission.SpecificmeasuresfortheimplementationofthisLawshallbestipulatedindetailedregulations.
Article8Personsandconveyancesexitingthecountryshallbesubjecttoquarantineinspectionatthelastfrontierportofdeparture.
Article9WhenforeignshipsorairbornevehiclesanchororlandatplacesotherthanfrontierportsinChina，thepersonsinchargeoftheshipsorairbornevehiclesmustreportimmediatelytothenearestfrontierhealthandquarantineofficeortothelocalhealthadministrationdepartment.
Exceptincasesofemergency，nopersonshallbeallowedtoembarkonordisembarkfromtheshiporairbornevehicle，andnoarticlessuchasbaggage，goodsandpostalparcelsshallbeloadedorunloadedwithoutthepermissionofafrontierhealthandquarantineofficeorthelocalhealthadministrationdepartment.
Article10Whenaquarantinableinfectiousdisease，adiseasesuspectedtobequarantinableoradeathduetoanunidentifiedcauseotherthanaccidentalharmisdiscoveredatafrontierport，therelevantdepartmentatthefrontierportandthepersoninchargeoftheconveyancemustreportimmediatelytothefrontierhealthandquarantineofficeandapplyforprovisionalquarantineinspection.
Article11Accordingtotheresultsofaninspectionmadebyquarantinedoctors，thefrontierhealthandquarantineofficeshallsignandissueaquarantinecertificateforentryorexittoaconveyanceeitheruncontaminatedbyanyquarantinableinfectiousdiseaseoralreadygivendecontaminationtreatment.
Article12Apersonhavingaquarantinableinfectiousdiseaseshallbeplacedinisolationbythefrontierhealthandquarantineofficeforaperioddeterminedbytheresultsofthemedicalexamination，whileapersonsuspectedofhavingaquarantinableinfectiousdiseaseshallbekeptforinspectionforaperioddeterminedbytheincubationperiodofsuchdisease.Thecorpseofanyonewhodiedfromaquarantinableinfectiousdiseasemustbecrematedatanearbyplace.
Article13Anyconveyancesubjecttoentryquarantineinspectionshallbedisinfected，deratted，treatedwithinsecticidesorgivenothersanitationmeasureswhenfoundtobeinanyofthefollowingconditions：
(1)havingcomefromanareawhereaquarantinableinfectiousdiseaseisepidemic;
(2)beingcontaminatedbyaquarantinableinfectiousdisease;or
(3)revealingthepresenceofrodentswhichaffecthumanhealthorinsectswhicharecarriersofdisease.
Apartfromexceptionalcases，whenthepersoninchargeoftheforeignconveyancerefusestoallowsanitationmeasurestobetaken，theconveyanceshallbeallowedtoleavethefrontierofthePeople'sRepublicofChinawithoutdelayunderthesupervisionofthefrontierhealthandquarantineoffice.
Article14Afrontierhealthandquarantineofficeshallconductsanitationinspectionsanddisinfect，derate，treatwithinsecticidesorapplyothersanitationmeasurestoarticlessuchasbaggage，goodsandpostalparcelsthatcomefromanepidemicareaandarecontaminatedbyaquarantinableinfectiousdiseaseormayactasavehicleofaquarantinableinfectiousdisease.
Aconsignororanagentforthetransportationofacorpseorhumanremainsintooroutofthecountrymustdeclarethemattertoafrontierhealthandquarantineoffice;transportthereof，ineitherdirectionacrosstheborder，shallnotbealloweduntilsanitaryinspectionprovessatisfactoryandanentryorexitpermitisgiven.
ChapterIIIMonitoringofInfectiousDiseases
Article15Frontierhealthandquarantineofficesshallmonitorpersonsonentryorexitforquarantinableinfectiousdiseasesandshalltakenecessarypreventiveandcontrolmeasures.
Article16Frontierhealthandquarantineofficesshallbeauthorizedtorequirepersonsonentryorexittocompleteahealthdeclarationformandproducecertificatesofvaccinationagainstcertaininfectiousdiseases，ahealthcertificateorotherrelevantdocuments.
Article17Forpersonswhosufferfrominfectiousdiseasestobemonitored，whocomefromareasinforeigncountrieswhereinfectiousdiseasestobemonitoredareepidemicorwhohaveclosecontactwithpatientssufferingfrominfectiousdiseasestobemonitored，thefrontierhealthandquarantineofficesshall，accordingtoeachcase，issuethemmedicalconveniencecards，keepthemforinspectionortakeotherpreventiveorcontrolmeasures，whilepromptlynotifyingthelocalhealthadministrationdepartmentaboutsuchcases.Medicalservicesatallplacesshallgivepriorityinconsultationandtreatmenttopersonspossessingmedicalconveniencecards.
ChapterIVHealthSupervision
Article18Frontierhealthandquarantineofficesshall，inaccordancewithstatehealthstandards，exercisehealthsupervisionoverthesanitaryconditionsatfrontierportsandthesanitaryconditionsofconveyancesonentryorexitatfrontierports.Theyshall：
(1)superviseanddirectconcernedpersonnelonthepreventionandeliminationofrodentsandinsectsthatcarrydiseases;
(2)inspectandtestfoodanddrinkingwaterandfacilitiesfortheirstorage，supplyanddelivery;
(3)supervisethehealthofemployeesengagedinthesupplyoffoodanddrinkingwaterandchecktheirhealthcertificates;and
(4)superviseandinspectthedisposalofgarbage，wastematter，sewage，excrementandballastwater.
Article19Frontierhealthandquarantineofficesshallhavefrontierporthealthsupervisors，whoshallcarryoutthetasksassignedbythefrontierhealthandquarantineoffices.Inperformingtheirduties，frontierporthealthsupervisorsshallbeauthorizedtoconducthealthsupervisionandgivetechnicalguidanceregardingfrontierportsandconveyancesonentryorexit;togiveadviceforimprovementwhereversanitaryconditionsareunsatisfactoryandfactorsexistthatmayspreadinfectiousdiseases;andtocoordinatedepartmentsconcernedtotakenecessarymeasuresandapplysanitarytreatment.
ChapterVLegalLiability
Article20Afrontierhealthandquarantineofficemaywarnorfine，accordingtothecircumstances，anyunitorindividualthathasviolatedtheprovisionsofthisLawbycommittinganyofthefollowingacts：
(1)evadingquarantineinspectionorwithholdingthetruthinreportstothefrontierhealthandquarantineoffice;
2)embarkingonordisembarkingfromconveyancesuponentry，orloadingorunloadingarticlessuchasbaggage，goodsorpostalparcels，withoutthepermissionofafrontierhealthandquarantineofficeandrefusingtolistentotheoffice'sadviceagainstsuchacts.Allfinesthuscollectedshallbeturnedovertothestatetreasury.
Article21Ifaconcernedpartyrefusestoobeyadecisiononafinemadebyafrontierhealthandquarantineoffice，hemay，within15daysafterreceivingnoticeofthefine，filealawsuitinalocalpeople'scourt.
Thefrontierhealthandquarantineofficemayapplytothepeople'scourtformandatoryenforcementofadecisioniftheconcernedpartyneitherfilesalawsuitnorobeysthedecisionwithinthe15-dayterm.
Article22IfaquarantinableinfectiousdiseaseiscausedtospreadorisingreatdangerofbeingspreadasaresultofaviolationoftheprovisionsofthisLaw，criminalresponsibilityshallbeinvestigatedinaccordancewithArticle178oftheCriminalLawofthePeople'sRepublicofChina.
Article23ThepersonneloffrontierhealthandquarantineofficesmustenforcethisLawimpartially，performdutiesfaithfullyandpromptlyconductquarantineinspectiononconveyancesandpersonsuponentryorexit.Thosewhoviolatethelaworarederelictintheirdutiesshallbegivendisciplinarysanctions;wherecircumstancesareseriousenoughtoconstituteacrimecriminalresponsibilityshallbeinvestigatedinaccordancewiththelaw.
ChapterVISupplementaryProvisions
Article24WheretheprovisionsofthisLawdifferfromthoseofinternationaltreatiesonhealthandquarantinethatChinahasconcludedorjoined，theprovisionsofsuchinternationaltreatiesshallprevail，withtheexceptionofthetreatyclausesonwhichthePeople'sRepublicofChinahasdeclaredreservations.
Article25IncasesoftemporarycontactbetweenfrontierdefenceunitsofthePeople'sRepublicofChinaandthoseofaneighbouringcountry，ofatemporaryvisitatadesignatedplaceonthefrontierbyresidentsoftheborderareasofthetwocountriesandofentryorexitofconveyancesandpersonsofthetwosides，quarantineinspectionshallbeconductedinlinewiththeagreementsbetweenChinaandtheothercountryor，intheabsenceofsuchanagreement，inaccordancewiththerelevantregulationsoftheChineseGovernment.
Article26Frontierhealthandquarantineofficesshallchargeforhealthandquarantineservicesaccordingtostateregulations.
Article27ThehealthadministrationdepartmentundertheStateCouncilshall，inaccordancewiththisLaw，formulaterulesforitsimplementation，whichshallgointoeffectafterbeingsubmittedtoandapprovedbytheStateCouncil.
Article28ThisLawshallgointoeffectonMay1，1987.Onthesameday，theFrontierHealthandQuarantineRegulationsofthePeople'sRepublicofChinapromulgatedonDecember23，1957，shallbeinvalidated.
